The Main Problems in the Policies of Improving the Quality of Undergraduate Education from the Perspective of Education Policy——Analysis Based on the National Important Policies Since 1998

Abstract: Since 1998 China has successively issued a series of policies to improve the quality of undergraduate education. Some problems, however, can be found if these policies are studied closely from the perspective of the theory of education policy. On the policy guidance, a one-dimension view of the quality of higher education controlled by the government and in accordance with the regulations can be observed. While, a diversified view of the quality of higher education that involves multiple parts and can reflect various needs are obviously inadequate. On the overall operation of policy, the main problem is the lack of different guidance to different areas and different types of universities. On the basic characteristics of policy, the consideration of the educational strategy and forward-looking plan is also inadequate. On the design of policy, an overall consideration has outweighed the key problems. On the contents of policy, the lack of refining and integration of the policy around the core or the key problems is obvious. On the key elements of policy, the teacher who functions as the first essential factor to improve the quality of education is not prioritized; and the consideration for the students who are the important part in the teaching and learning is insufficient. On the policy management, the lack of evaluation and monitoring of the policy is unfavorable to the improvement and promotion of the policy. On the ending of the policy, insufficient consideration of the ending and cycle of the policy makes the improvement of the education policy with the times difficult.
