To Protect the Wandering or Begging Children’s Rights to Education in the Transition Period——the Mode of the Salvage Management Station as a Transit Station

     Abstract: The wandering or begging children are very special in the disadvantaged people, and importantly, who should be educated in order to return to the society. The government should bear the principal burden, such as to respect, ensure, supervisor, guide the children. Now the wandering or begging childrens rights to education have not been ensured very well. We should depend on the salvage management station, carrying out mandatory salvage and conducting short-term education, then categorizing them by the different situation before placing themwhich will guarantee the wandering or begging childrens rights to education.
